Gas & Weight tax revenues are specifically allocated to streets and must be accounted for in
the Major Street Fund and Local Street Fund, respectively. They constitute the largest source
of revenue for funding debt and operations associated with the maintenance of local
roadways, aside from taxes authorized for street construction debt through voting.
Gas & Weight Tax receipts peaked during the fiscal year 2003/04 at $525,909, then declined
for six consecutive years to a low of $461,789 during 2009-10. Subsequently, revenues
increased for six years, reaching a fiscal year-end total of $657,917 in 2015/16, before slightly
decreasing to $646,292 in 2016/17. In 2015, the Michigan State Legislature passed a $1.2
billion road funding bill, which raised fuel taxes and registration fees starting in 2017, and
allocated an additional $600 million from the state’s budget. In the inaugural year of this new
program, the City experienced a 28% increase in overall street funds. For the 2024/25 fiscal
year, the City of Plymouth is expected to receive an estimated $1,124,881, based on the
continuation of the additional $600 million redirected income tax transfer and the inclusion of
$108 million in recreational marijuana tax from the law passed in 2018.
