Proposed Capital Improvements
The FY 2026/27 Capital Improvement Program (CIP) presents a focused, multi-fund strategy
to strengthen the City’s infrastructure, enhance public safety and accessibility, and protect
the long-term value of its assets.
Total capital requests initially reached $6.53 million; following the City Manager’s review, the
proposed program has been refined to $5.36 million. Funding will be supported through a
combination of grants, General Fund resources, and non-General Fund reserves.
Within the General Fund, the CIP prioritizes ADA and safety compliance with critical
structural repairs.
Street related improvements include ADA ramp upgrades funded through the Major and Local
Street Funds. Additionally, nearly $938,100 is slated for preventative maintenance,
engineering and restructuring of major and local streets through the 2026 Infrastructure
program and paid for using the 2024 GO Bond Construction Fund.
Water and sewer infrastructure improvements total $1.02 million, targeting essential
upgrades to service lines, water mains, hydrants, and valves. These efforts are closely
coordinated with planned street work to maximize efficiency and minimize disruption.
To improve community amenities, the City will invest in playground structure replacements,
pavilion repairs, and landscaping improvements at select parks. At the Cultural Center,
facility upgrades-including a new roof and windows-will be largely supported through grant
funding.
The Department of Municipal Services improvements include the replacement of a Swap
loader and a Vactor. Both of which will improve operational efficiency. To further enhance
safety and efficiency, the downtown parking deck will have mechanical upgrades.
Overall, the CIP emphasizes safety, accessibility, regulatory compliance, and the
preservation of City assets, leveraging non-General Fund resources wherever possible. The
program outlined in the following pages is designed to improve infrastructure reliability,
enhance service, and elevate quality of life, while supporting the City’s long-term fiscal
sustainability.
