When any of the above stated holidays fall on a Saturday, the previous Friday will be
observed as the holiday and when a recognized holiday falls on a Sunday, the following
Monday will be observed as the holiday.
Any employee who is absent either the workday immediately before and/or after a
City observed holiday shall not receive any pay for that holiday, unless absence is due
to illness and sick time is used. When sick leave is taken for a workday before and/or
after a holiday, the holiday shall also be charged as sick leave.
Employees must utilize their birthday holiday during the month in which it occurs,
unless written authorization by the city manager and/or department supervisor to be
taken the month prior or month after.
Members of current bargaining units must refer to their respective bargaining unit
contracts for holiday rules and regulations.
The city manager in the best interest of the public and the community may adjust the
specific day in which a holiday is recognized.
Only full-time employees receive their normal pay for the holiday. The only exception
is the Birthday holiday which ¾-time and year-round part-time employees also receive.
Vacation Leave:
Each full-time employee after completing six months of employment with the City shall be
permitted vacation leave in accordance with the following schedule and subject to the
terms and conditions set forth below. Individual departments may provide further guidance
related to vacation leave that meet the needs of the department.

All vacation time must be submitted a minimum of 48 hours prior to the time being taken. If
less than 48 hours, then time off may be taken but is recorded as sick leave unless approval
is given by the department supervisor to be charged as vacation time.
Vacation accumulation:
o 6 months to 3.99 Years - 1 day per month.
o 4 Years to 8.99 Years – 1.5 days per month.
o 9 Years to 14.99 Years - 2 days per month.
o 15 Years to 19.99 Years – 2.5 days per month.
o 20 Years or Greater – 3 days per month.
Vacation time shall be computed upon the employee’s anniversary date. Employees
(including employees who have been rehired) must complete one (1) year of service
to be eligible for vacation. However, following six (6) months of employment, an
