amount of business and personal miles driven;
3. Each employee who is assigned a City vehicle for personal use shall be responsible for
providing fuel for all personal miles driven. A comparison of City business miles driven
and City fuel used shall be made periodically, to determine if a reimbursement for fuel is
owed to the employee by the City, or to the City by the employee;
4. Whenever a City vehicle assigned for personal use needs to be replaced, the city manager
shall review the necessity and desirability of replacing it and may implement a suitable
vehicle allowance or other compensation for the employee in lieu of replacing the vehicle.
5. IRS guidelines must also be followed in regard to what is legally allowable.
Mobile Device Usage While Driving:
Effective June 30, 2023 the Michigan Vehicle Code was amended to prohibit with some
exceptions, holding or using a cell phone or other mobile device while operating a motor vehicle.
The new amendment prohibits holding a device or using for any reason, including among other
things texts, calls, videos, and engaging with social networking sites.
Any City employee while utilizing a city vehicle or driving their personal vehicle on city business is
expressly prohibited from holding or using a cell phone or other mobile device while operating a
motor vehicle per state law. The new amendment prohibits holding a device or using for any

Exceptions:
Law enforcement officer, fire fighter, paramedic, emergency medical technician, or operator of an
authorized emergency vehicle which carrying out their official duties.
Public utility employees acting within the scope of their employment when responding to a public
utility emergency.
Mobile electronic Device does not include a CB, ham radio, commercial two-way radio
communication device, or medical device.
Emergency Phone Call: Call can be made to report a crime being committed, a hazard, medical
emergency or other situation impacting the safety of other drivers.
